This painting has a lot of characteristics very similar to embroidered Cherokee coats, along with the beaded bag which is identical to the one Sam Houston's Cherokee wife Talia, made and was given as a gift to Andrew Jackson, which is now at the NMAI/SI. But those leggings are really interesting. One person suggested it was Sam Houston because of the similarities of the beaded and embroidered bag, but the individual's name escapes me at the moment. Interesting picture and not sure about the leggings, they look like double seamed so maybe trousers? - did note the crown stag knife handle though...anymore info on the painting would be most appreciated (a link maybe to the original source?)

That is Lieut. Leonidas Wetmore, who was born in New York and entered the army from Missouri as a 2nd Lt in the 6th Infantry, December 31, 1839. He fought in the Mexican War and died 18 November, 1849. Famed artist George Caleb Bingham painted this portrait in 1840.
