No knowing the artist and full story behind this, I would wonder if it was drawn from description vs. from a witness. The around the neck could be a tobacco canteen as it sure looks like one, but then there is also the tobacco pouch at the sash. It could also be a bullet pouch, just pictured wrong. If you look at Metis hunters like this guy drawn by Kane, Kurz, Rindisbacher, etc.... they often have a bag around the neck, but not like this one.
